In the knowledge driven economy of the 21stcentury, intellectual property will play an increasingly important role as a tool for economic, cultural and social development, said the Northern Region Chairman of FIEO. Dr R. K. Dhawan.
Addressing a Seminar on "Intellectual Property for Economic and Social Development," Dr. Dhawan added that the rising market value of knowledge-based creations and outputs was generating new opportunities for economies to create more national wealth for sustaining their developmental efforts.
The Seminar was organized by NIPO and IIPA with support from the Overall Technical Assistance Team of the EU-India Trade and Investment Development Programme on 23rd November at New Delhi.
Speaking further, Dr. Dhawan, who is also the President of NIPO, informed that the assembly of 183 member states of World Intellectual Property Organisation (WIPO), which concluded in October 2007, achieved a major breakthrough on a Development Agenda for WIPO. The countries at various levels of development can now adopt strategies tailored to their requirements that involve the sustained creation and use of knowledge to maximize the use and effectiveness of IP as a tool for development. The process would begin by the establishment of a new Committee on Development and Intellectual Property (CDIP) which is expected to commence functioning from early 2008, he said.
The proposal for a Development Agenda for WIPO was first launched in 2004 with the purpose to ensure that the objective of intellectual property was to maximize public welfare through coherence between public policy objectives and IP laws.
IIPA Director Mr. B S Baswan in his address informed that IIPA would soon have a full-fledged cell on IPR issues and would also set up an IPR Chair at IIPA under the IPR promotion scheme of the Indian Human Resource Development Ministry.
Mr. Satish Nambudiripad, Director Copyright and Book Promotion in the HRD Ministry said that while an effective intellectual property (IP) system could facilitate economic and cultural development, it alone could not bring about such development. Other important factors, according to him, include developing human capital, liberalizing trade and investment policies, developing new technologies through indigenous R&D, creating an innovation infrastructure, strengthening the rule of law, pursuing stable macroeconomic policies, and implementing pro-competitive regulatory policies. Conversely, he said, endemic illegal copying and counterfeiting, ineffective government and corrupt practices distort competitive markets, divert resources to non-productive uses and deter investment and technology transfer.
Chief Programme Coordinator of EU-India Trade and Investment Development Programme (TIPD), Dr. Kebschull said EU-India TIDP embodies Strategic Partnership between Europe and India which seeks to strengthen relations between the two global powers through tangible cooperation activities that bring benefits to both sides. The programme has six components of which an important component is on mainstreaming IPR administrative and enforcement infrastructure with international best practices. He informed that numerous training programmes for patent examiners, enforcement agencies and the industry were being conducted through the IPR component over the past two years. According to him, the programme envisages setting up of an IPR Helpdesk and signing a MoU for exchange of databases between EPO and IPOs.
Other prominent speakers who addressed the Seminar were Prof. (Ms.) S K Verma who was till recently heading the IPR Component of the EU-India TIPD, Mr. Rodney D Ryder, Partner, Fox Mandal & Little, Ms. Pratibha Singh, Trademark & Patent Attorney, Ms. Manisha Gupta, IRP Researcher and Consultant and Mr. Akash Taneja, Executive Director, FICCI-IIPD and Director, NIPO. The topics covered by them included WIPO Development Agenda, economic and social relevance of intellectual property including GI and Traditional Knowledge and the need for effective enforcement of intellectual property laws.
Seminar on Bussiness Opportunities with Asian Development Bank (ADB)

FIEO and Exim Bank are jointly organizing "Seminar on Business Opportunities with Asian Development Bank" at three places in India.
The main objective for organizing the Seminar is to help the services provider members and other people in the field of consultancy, construction, infrastructure projects, contractors etc. Consulting services specialists from ADB Manila will serve as resource persons.
Programme Outline: Each seminar will be for one and half day duration.
