In an award
ceremony organized on 26 December 2006, FIEO conferred Lifetime Achievement
Awards to a renowned bureaucrat Mr. P. M. A. Hakeem and a noted
industrialist Mr. R. L. Toshniwal for their invaluable contributions to
export promotion of the country. Dr. Christy Fernandez received Special
Award on behalf of ECGC for outstanding support services to the exporting
community.
Mr.
Hakeem, a
1969 batch IAS officer, served the country in various capacities such as
Joint Chief Controller of Imports and Exports, Mumbai (1979-1983), Joint
Secretary to Prime Minister (1987-1992), Managing Director,
State Industrial and |

Investment Corporation of Maharashtra (1992-1993), Secretary, Principal
Secretary for different departments in Maharashtra (1995-2000), Vice
Chairman & Managing Director of Maharashtra State Road Transport
Corporation (2000-2001), CMD, ECGC (2001-2004) and Secretary to Government
of India, Department of Animal Husbandry, Dairying and Fisheries
(2004-2006). As JCCI&E, Mumbai, Mr. Hakeem took many new steps to
effectively implement various export promotion measures for increasing
exports from the Western Region, which accounted for about 50% of the
country’s total exports during his tenure. While serving this office, he
always took special interest in redressing the grievances of exporters. AS
CMD, ECGC, he introduced various tailor-made policies and instruments to
meet the insurance requirements of different categories of exporters and he
always took personal interest in expeditious settlements of claims of
exporters.
Mr. Toshniwal,
currently the Chairman of Banswara Syntex Ltd., made a small beginning of
his career as sales executive after obtaining a post-graduate degree in
textiles (M.Sc-Text) from Leeds University in 1957. But with hard work and
commitment, he rose in his career to become chief executives of many leading
companies and finally set up his own company which started textile
production in the year 1978 with 12,500 spindles. Today, Banswara Syntex is
a Composite Mill with one lac spindles and a process house, having an annual
sales turnover of Rs. 400 crore.
Mr. Toshniwal
is currently also the Chairman of Synthetic & Rayon Textile Export
Promotion Council (SRTEPC). He was unanimously elected to this office on
31st March 2005 for the second time. He had also served the office of
Chairman, SRTEPC six years ago. In his long illustrious career, Mr.
Toshniwal has also served as the Presidents of Rajasthan Textile Mills’
Association and Indian Spinners’ Association. Having served as the
President of Indian Spinners’ Association for 10 years in a row, he is now
the immediate past President of this Association. Currently, Mr. Toshniwal
is serving as committee members of Confederation of Indian Textile Industry
(CITI), formerly known as India Cotton Mills’ Federation (ICMF) as well as
Federation of Indian Export Organisations (FIEO). Besides, he is at present
representing the spinning industry as a Member on various Committees of
Government of India, as well as a Member of Board of Trade, appointed by the
Union Government. Mr. Toshniwal is known to have been associated with a
number of charitable institutions as well.
Dr.
Fernandez, an IAS officer is currently the Chief Managing Director of ECGC.
Established in 1957, ECGC provides cover to Indian exporters for
payment/credit risk related to export of goods and services and to Banks for
losses on account of non-repayment of fund and non-fund based facilities
made available to their exporter clients and to cover investments abroad.
