A Workshop on "Green Technologies and Services in the Northeast–High Returns and Global Opportunities" was hosted by the state government of Nagaland on 8th & 9th May at Dimapur in association with Nagaland University.

The seminar concluded with the formulation of an Action Plan fully endorsed by the Department of Industry & Commerce, Government of Nagaland, University of Nagaland, NRDC (Department of Science & Technology), NSIC and IIE (Ministry of Small Scale Industries) and Department of Panchayati Raj.

The Action Plan calls for setting up Special Purpose Vehicle (SPV) in the PPP mode with an initial corpus of Rs. 50 lakh for drawing up the operational research plan, developing the DPR and establishing market connectivity. It was emphasized that due diligence would be taken in getting the DPRs vetted by third party mechanism. For the preparation of DPRs, all necessary steps for identifying and coordinating with funding agencies would be ensured. The SPV would also monitor and supervise the implementation of the various pilot projects.

The Plan envisages hosting a Website by the Nagaland University for project management including all operations related to the project proposals.

Further, the Plan outlines establishment of incubation centres under the aegis of Nagaland University or any other appropriate agency recommended by the State Government of Nagaland in the areas such as agro & horticulture processing; standards and certification for organic, wild and natural products; medicinal plants identification and virtual warehousing; floriculture; vocational training centre for construction workers for green buildings; weaving and treatment of raw material – organic dyeing, vegetable dyeing and treatment of yarn; laboratory for testing; nursing and auxiliary medical services training; and, Patents & IPR.

It was felt by the participants that Nagaland Mini Tool Room & Training Centre (NMTTC), established by the Government of Nagaland in collaboration with the Central Government, could be a valuable resource centre for supporting the activities of the Incubation Cell/Centre and should be developed as a Common Facility Centre for:

  • training entrepreneurs in manufacturing and sampling of engineered products and for test-marketing the products before actual production is undertaken;

  • servicing the tools and cutters for all the established Bamboo Development Agency in North East, which are currently relying on importing cutters, knives, tools from Taiwan or China;’

  • training for its engineering courses and for hands-on training assignments;

  • for coating of cutting knives, cutters and blades which would dramatically improve the finish of the jogs undertaken and also for reducing the cost and uptime;

  • developing automotive components and furniture manufacturing in the State;

  • undertaking short-production runs or for manufacturing components for ancillary and allied industries as a Design Centre; and

  • manufacturing and testing of engineered products for the construction industry as a unit coupled with the Bamboo Centre.

The NMTTC is equipped with state-of-the-art technologies with machines including CAD/CAM, CNC Lathe, CNC Milling, CNC EDM, CNC WEDM, Jig Grinding, Injection Moulding, Heat Treatment, etc.

Dr. Krishnamoorthy Kannan, Vice Chancellor of the University of Nagaland assured that NMTTC could be used for students for "hands on training" and would facilitate the setting up an Engineering College. Chairman & Managing Director, National Research Development Corporation (NRDC), Mr. Somenath Ghosh also assured full support by the Deptt. of Science & Technology, Govt. of India, in this regard.
