FIEO,
Directorate of Export Promotion & Marketing organized an interactive
meet with exporters at Bhubaneswar on 11th June. Mr. S K De, Director,
Export Promotion & Marketing, Bhubaneswar; Mr. P K Ghosh, Jt. DGFT,
Cuttack; Mr. Mohan Nyer, Branch Manager, ECGC, Bhubaneswar; Mr. P V
Pillai,
Asst. Director, MPEDA, Bhubaneswar; Mr. N Mohanty, President, UCCI; Mr.
Haren Mohapatra, Chairman, Orissa Association of SME (OASME); Mr. G C
Mohanty, President, Seafood Export Association of India (SEA); and Mr.
Kamala Kanta Sahoo, FIEO Orissa Chapter joined the meet.
Mr. Ghosh elaborated on
various export promotion schemes run by the Ministry of Commerce. He assured
exporters of speedy release of EPCG and DEPB licenses and also assured
issuing IEC on the same day. |

Mr. Nair explained about
various schemes of ECGC for the exporters to cover their risk with regard to
realization of payment from overseas buyers. He also informed them about the
newly launched marine insurance scheme of ECGC.
Mr. Pillai explained about
various subsidy schemes for technological up-gradation run by the central
government though MPEDA for exporters in marine sector. He, however, added
that one of the subsidy schemes was to be discontinued by 1st January 2009
and only those exporters, who had installed machinery for processing value
added products, would be entitled to the subsidy. He went on to say that
financial assistance was being provided by the government for construction
of large cold storage, ice-making machine, up-gradation of existing cold
storage, installation of generator, constructing chilled room for seafood
processing, water purification, setting up of mini laboratory, etc.
UCCI President urged FIEO to
identify new markets for exporters of Orissa and inform them about these
markets.
During interactive session
that followed presentations, Mr. Parida of NALCO pointed out that NALCO was
exporting through Haldia, Kolkata & Vizag ports paying high freight and
logistic charges for transportation of cargo. If ICD & SFC facility was
made available at Paradeep, then NALCO could save on the transaction cost,
he added.
Mr. Padhi of Sea Gold
Overseas pointed out that marine industry in the state was facing a lot of
problems and if the government did not take any serious steps to arrest the
problems, then the industry could witness a slump.
A representative of MMTC
pointed out that due to lack of infrastructure facility at Paradeep Port,
the corporation was facing lot of difficulties. Meanwhile, he assured that
MMTC would take initiative to provide ICD & SFC facility at Paradeep
Port.
Mr. Mohapatra of OSAME
pointed out that banks were not proactive in helping SMEs despite setting up
of SLBC by the government in association with UCO Bank. He further informed
that the Co-operative Deptt of Orissa government had imposed marketing tax
on shrimp purchase and goods were not being allowed to pass without payment
of this tax, resulting in huge demurrage. He requested Director, EPM to take
necessary action in this regard.
A handicraft exporter
representing Sudarshan Craft said that the Archaeological Department took
nearly three months to issue non-antique certificate for his products like
stone carving resulting in the loss of his export order. The Director, EPM
requested the exporter to write a letter to him so that he could forward it
to the Government of Orissa.
Mr. Barik of IMFA referred to
the levy of tax on sale of DEPB. Responding to this, Mr. P K Mohanty
informed that a letter on this issue had already been forwarded to
Industries Department for necessary action.
Mr. K K Sahoo explained about
the services of FIEO like issuing Certificate of Origin, providing MDA, etc.
He informed that FIEO Orissa Chapter had registered 210 members so far.
