Intellectual Property Rights
(IPRs) are essentially simulators of creative activity in society, which
generate wealth and promote welfare of the people, said Dr R.K. Dhawan,
Chairman, FIEO (Northern Region) and President National Intellectual
Property Organisation (NIPO) in his address at a Workshop on
"Intellectual Property as a Management Tool for Economic & Social
Development" held on 25-26 July at Indian Institute of Public
Administration (IIPA), New Delhi.

acquisition of
IPRs are important steps towards IP protection. He said: "A
well-designed intellectual property regime increases national wealth and
benefits consumers by stimulating research and investment into new
technologies and innovative products, and by enabling the transfer of
technology, including between countries at different stages of economic
development. Innovative industries are key drivers of economic growth and
key providers of well-paying jobs, thus contributing to the achievement of
broad development objectives." Meanwhile, he pointed out that receiving
the benefits of intellectual property rights was not automatic and required
favorable legal, regulatory and policy frameworks, a national IP strategy
and need to sensitize policymakers, law enforcement agencies, businesses,
consumers and academics towards the importance of IP.
Mr. B.S. Baswan, Director,
IIPA, in his address emphasized the importance of enforcement of IP rights
so as to encourage innovation and creativity saying it underpins the
knowledge-driven economy and society we live in today. "Counterfeiting
and piracy deprive governments of tax revenue and compete unjustly with
legitimate economic activities. They also weaken consumer confidence in the
quality assurance of branded products and pose serious health and safety
risks in areas such as food, medicines, car parts and toys." He
maintained.
WIPO development agenda,
competition law and intellectual property rights, leveraging technological
competencies in patenting, emerging competition & concerns of innovation
policy, laws and strategies for effective enforcement of intellectual
property laws, new emerging issues, digital technology and IP, traditional
knowledge and geographical indications were some of the important subjects
discussed during the Workshop.
