C&F agent proposes creating Land Port Authority

Recently, Members of Parliament belonging to Sub-Committee II of the Department Related Parliamentary Standing Committee on Commerce visited Sikkim, Manipur, Assam, Tripura and West Bengal from 24 to 31 May to gather exporters’ views on infrastructural issues at airport, ports, ICDs and LCDs in the country. The Parliamentarians were led by Mr. Kashiram Rana who chairs the Sub-Committee.

During their West Bengal visit, FIEO organized a meeting of the Parliamentarians with exporters at Kolkata on 30th May. The meeting was held jointly with the Shellac Export Promotion Council.

At the meeting, a major Clearing & Forwarding Service Provider explained infrastructure related problems faced by the exporters at LCS. He suggested that in order to increase efficiency of selected land custom stations, the Department of Commerce should consider setting up a separate entity, Land Port Authority of India (LPAI), which should be delegated the responsibility to develop these stations as land ports on BOT basis.

An exporter suggested that with the present capacity of CFS(CWC), Balmer Lawrie, AL Logistics in Kolkata i.e. 7000+ TEUs and ICD (ICD, Durgapur) 2500 TEUs should be directly sent to the respective CFS/ICD. Port should inform the trade well in advance to all exporters and importers that from the specified date entire export import work has to done through ICD/CFS.

For smooth implementation of the above, he suggested that customs should allow processing of A-1TP on post facto basis in line with the practice followed in Chennai. At present, A-1/TP form and TP are required to be processed before sending container to CFS/ICD on the basis of Shipping Lines numbers individually which require time. This needs to be relaxed and allowed after removal, he added.

transport and handling charges (THC) for export and import as under:

  • THC for clearance through port

  • THC for clearance through CFS Kolkata or CFS Haldia including transport/unloading at CFS

  • THC for ICD Durgapur including transport and unloading at CFS

Representatives of Shellac EPC stated that the computer link failure had become a regular feature at both the seaport and the airport. This causes additional cost to the exporters because of delay in receipt of EP copy of shipping bills, they added.
