Workshop on Export Documentation and Customs Clearance Procedures

In India, an export transaction requires almost eight documents and a minimum of 36 signatures while in Singapore it requires only one document and only three signatures. Citing a study conduced by World Bank in the year 2007, FIEO Director General Mr. Ajay Sahai said, "In Singapore, there is a single common document which is shared by all the agencies involved in export transaction and the Indian Government is also moving in the same direction." He was speaking at a Workshop on Export Documentation and Customs Clearance Procedures oragnsied by FIEO on 6 August at New Delhi.

Elaborating on how the Indian Government was attempting to reduce paperwork and documentational formalities, Mr. Sahai said all major agencies involved in international trade transactions like DGFT and customs are being interlinked through Electronic Data Interchange (EDI) network. This will not only reduce the time taken in complying with the documentation but also reduce transaction cost to a very large extent, he added.

In Mr. Sahai’s view, export documentation is both a boon as well as a bane for international trade. "It is a boon as it helps a trader receive payment by asking him to follow the legalities involved in the transaction. It is a bane as it asks a trader to comply with a large number of documents, thus increasing the transaction cost." He said.

Earlier, FIEO’s Northern Region Chairman Dr R.K. Dhawan in his address also explained the significance of e-commerce. He said: "Implementation of electronic commerce by customs, ports, banks and some related agencies has integrated various agencies and has brought in much benefit to international traders in India. As a result, the processes of export and import documentation and clearances have become simplified, faster and more transparent." He informed the participants that the process of e-commerce implementation was not yet over and the implementation of project titled "eTrade" was being monitored at the highest level by Prime Minister’s Office on a regular basis.

Explaining the role of customs, Dr Dhawan said: "It is a key department with which one has to interact while carrying out international trade. It keeps record of the movement of goods and the people who initiate them. These records are used to protect our society and secure revenue for our country. In order to help the customs discharge its responsibilities, we are required to abide by the procedures laid down by them."

difficult part of overseas marketing and therefore it was as important as the conclusion of an export order. During his interaction with the participants, he talked about the nature and functions of commercial documents like invoices, bill of lading, shipping bill, bill of exchange, legal documents, documents for claiming incentives etc.

Mr. Amit Budhiraja, Logistics Consultant & Director, Utopia Freight Logistics, gave a presentation on step-by-step approach for customs clearance of export shipment. In his presentation, he laid emphasis on acquiring the knowledge of various documents and laws which are frequently used in the process of international trade saying this reduces discrepancies pointed out by various authorities and thus helps faster realization of export proceeds. He also informed the participants about the processes involved in customs clearance and concerned documents. He advised the participants to prepare a checklist of the documents which are required to be submitted to the custom authorities.
