Some of the Important Announcements of the Government  

during July, 2008

DGFT 

1. Entry relating to Importer Exporter Code No.0100000151 allotted to the Directorate of Purchase and Stores, Department of Atomic Energy, Government of India in Para 2.8(v) is deleted vide Public Notice No.36(RE-2008)2004-2009 dated 1^stJuly, 2008.

2. Glass Inners for Vacuum Flasks or for other vacuum vessels Products have been included in the Appendix 37D for benefit under New Additional Focus Product Scheme vide Public Notice No. 37(RE-2008)/2004-09 dated 1^stJuly, 2008.

3. Public Notice No.38 (RE-2008)/2004-09 dated 2^ndJuly, 2008 announce 3% DEPB Rates for export products Glass Bottles (Non-Yellowish Pink Coloured) by inserting new entries Sl. 1029 in Schedule of DEPB Rates under Product Group Chemicals (Product Code 02).

4. Export made against an EPCG Licence/Authorisation, which have not been redeemed, shall not be added up for calculating the average export performance for the purpose of subsequent EPCG authorisation as per Public Notice No.39 (RE-2008)/2004-09 dated 4^thJuly, 2008. The above provision shall be applicable to all EPCG licences issued on or after 1.4.2007.

5. A provision for exports of goods from the premises of sub-contractor has been made vide Public Notice No.40 (RE-2008)/2004-09 dated 4^thJuly, 2008.

6. Flakes of Potatoes and Frozen Fish Products are included in the Appendix 37A for benefit under VKGUY Scheme vide Public Notice No. 41(RE-2008)/2004-09 dated 4^thJuly, 2008 and Public Notice No.51(RE-2008)/2004-2009 dated 17^thJuly, 2008 respectively.

7. Provision has been made for permitting import of fuel under licences issued in terms of Paragraph 4.7. of HBP Vol.I vide Public Notice No.42 (RE-2008)/2004-09 dated 4^thJuly, 2008.

8. Provision has been made vide Public Notice No.44(RE-2008)/2004-09 dated 4^thJuly, 2008 for revalidation of DFIA issued during the period 1.5.2006 till 31.3.2007 even though they have been endorsed with transferability.

9. Applications received after twelve months from the prescribed date of submission but not later than two years from the prescribe date shall be admissible for benefits with a further cut of 10% vide Public Notice No.45 (RE-2008)/2004-2009 dated 7^thJuly, 2008.

10. Public Notice No. 46(RE-2008)/2004-2009 dated 7^thJuly, 2008 clarifies the applicability of VKGUY on Handmade Carpets under VKGUY.

11. A provision has been made where an applicant can change the port of registration of his duty credit scrip before registration with Customs vide Public Notice No. 47(RE-2008)/2004-2009 dated 8^thJuly, 2008.

12. Submission of statement relating to fulfillment of export obligation electronically on DGFT web-site electronically has been done away with vide Public Notice No. 48(RE-2008)/2004-2009 dated 8^thJuly, 2008. This public notice also clarified the import of spare/tools under EPCG.

13. Public Notice No. 49(RE-2007)/2004-2009 dated 8^thJuly, 2008 notify the Format of End User Certificate under Para 2.11A of HBP Vol.I.

14. Amendments/Addition Corrections in the Input Output Norms in respect of product group – Chemicals & Allied Products have been notified by Public Notice No. 52 (RE-2008)/2004-2009 dated 18^thJuly, 2008.

15. Public Notice No. 54(RE-2007)/2004-2009 dated 29^thJuly, 2008 allocates quantity of 8200 MTs of Raw Sugar for export to USA for the fiscal year 2008 (October, 2007 – September, 2008).

16. Notification No.21(RE-2008)/2004-09 dated 1^stJuly, 2008 allow extension of 5 year block period for calculation of NFE in the case of prohibition/restriction on exports.

17. Notification No.22(RE-2008)/2004-09 dated 3^rdJuly 2008 announce  prohibition imposed on export of Maize.  

18. Notification No.26(RE-2008)/2004-09 dated 22^ndJuly, 2008 restricts the exports of Cotton.

19. Policy Circular No.15(RE-08)/2004-09 and Policy Circular No.16(RE-08) both dated 4^thJuly, 2008 clarifies the provisions of Para 5.4.(v) of FTP RE:2007.

20. Policy Circular No.17 dated 4^thJuly, 2008 issue clarification relating to submission of multiple applications and part payments for claiming deemed export benefits under Para 8.3.1 of HBP Vol.I.

21. Policy Circular No. 20(RE-08)/2004-09 dated 16^thJuly, 2008 issue guidelines for imports of Rough Marbles.

22. Policy Circular No.21/(RE-08)/2004-09 dated 18^thJuly, 2008 issues guidelines in respect of payments received in Indian Rupees by tourist transport operators which would regarded as foreign exchange earned for the purpose of EO under EPCG Scheme.

23.  Policy Circular No.22/(RE-08)/2004-09 dated 18^thJuly provides guidelines for requirement of endorsement of specific ITC (HS) Code against each input allowed as per Standard Input Output Norms (SION) under Export Promotion Schemes such as Advance Authorisation, DFRC, DFIA, etc.

24. Policy Circular No.23/(RE-08)/2004-09 dated 28^thJuly, 2008 clarifies that deemed export benefits under Chapter 8 of FTP would be allowed to DTA supplier/EOUs only in respect of permissible goods under Para 6.6.1 of HBP Vol.I
