Some of the Important Announcements of the Government  

duringFebruary, 2008

 

DGFT

  1. Public Notice No. 105(RE-2007)/2004-09 dated 6thFebruary, 2008 amends Paragraph 8.3.3 relating to procedure for fixation of Brand Rate where All Industry Rate for Drawback is not available or same is less than 4/5thof duties actually paid on materials or components used in production or manufacture of the same goods.

  2. Public Notice No.106 (RE-2007)/2004-09 dated 6thFebruary, 2008 adds new subparagraph under Para 3.2.5 III, of Hand Book of Procedures RE: 2004 to make the supporting manufacturers as co-licensees for Target Plus Scheme 2004-05 and Duty Credit Scrip (under Target Plus Scheme 2004-05).

  3. Amendments/Corrections in the Input Output Norms in respect of product groups – Finished Leather have been notified by Public Notice Nos. 107 (RE:2007) dated 7thFebruary, 2008.  

  4. Exports of Sweetmeat, (methai) covered either under ITC HS Code 0403 or ITC HS Code 21069099 are made entitled for VKGUY benefits for exports w.e.f. 1.4.2005 vide Public Notice No.108 (RE-2007)/2004-2009 dated 7thFebruary, 2008.

  5. Public Notice No.109 (RE-2007)/2004-2009 dated 7thFebruary, 2008 notifies the upward revision in Value Cap in DEPB Rates  for some products under Product Group – Engineering, Plastics and Textiles. This Public Notice also notifies the DEPB Rate for Titanium Dioxide (Rutile) by inserting new entry under Product Group Chemicals – at Sl. NO.1026.

  6. Public Notice No. 110 (RE:2007) dated 15thFebruary 2008 replaces the clause to General Note for fuel in HBP Vol. 2.

  7. Public Notice No. 111 (RE:2007) dated 15thFebruary 2008 modifies the Appendix 17D relating to DFCE and Target Plus Scheme regarding the Date of exports.  

  8. Public Notice Nos. 112 (RE:2007)  & Public Notice No. 113 both dated 15thFebruary 2008 amend Paragraphs 3.2.6A-III, Para 3.2.6A-VI (HBP Vol. I 2003) and Paragraph No.3.2.5 III and 3.2.-VII (HBP Vol. I 2004 & 2005) as well as Appendix 17D relating to Listing of Job-worker(s) for the purpose of conversion of permitted imports into possible resultant products, when imports are made for own use under DFCEC or DFCE Scrip & Target Plus Schemes 

  9. Amendments/Corrections/Additions in the Input Output Norms in respect of product groups – Engineering Products and Chemicals products   have been notified by Public Notice Nos. 114 (RE:2007) and No. 115 (RE:2007) both dated 18thFebruary, 2008.  

  10. Cashew covered under ITC HS Codes 080132, 08132 and 20081910 are included in the list of export items allowed under Vishesh Krishi and Gram Udyog Yojana (VKGUY) vide Public Notice No.116 (RE-2007)/2004-09 dated 27thFebruary, 2008 w.e.f 1.4.2007.

  11. Association of Small & Medium Chemical Manufacturers (ASMECHEM), Mumbai is added in Appendix 4C i.e List of Agencies authorised to issue Certificate of Origin vide Public Notice No.117 (RE-2007)/2004-2009 dated 27thFebruary, 2008.

  12. Amendments/Corrections/Additions in the Input Output Norms in respect of product group – Engineering Products have been notified by Public Notice Nos. 118(RE-2007)/2004-09 & Public Notice No.119(RE)/ 2004-09 both dated 27thFebruary, 2008.

  13. EFC may extend validity of Export Licence/Authorisation beyond 12 months in case of R&D studies based on recommendation of technical authority as per Public Notice No. 121 (RE:2007) dated 29thFebruary 2008

  14. Prohibition imposed on export of Wheat and wheat products shall not be applicable to export of 22,100 MT of wheat flour to Maldives through STC/MMTC during 2008-09 as per Notification No.74 (RE-2007)/2004-2009 dated 5thFebruary, 2008. 

  15. Description of import product viz. Sandal Wood santalum alburn appearing against Exim Code 44039922 in the Schedule I (Imports) of the ITC (HS) Classifications of Export and Import Items, 2004-09 is changes into Sandal Wood vide Notification No.75 (RE-2007)/2004-2009 dated 6thFebruary, 2008.

  16. Notification No.76 (RE-2007)/2004-2009 dated 6thFebruary, 2008 notifies the Quantitative Ceiling for export of Stone Aggregate to 5,26,500 MT and River Sand 5,85,000 MT to Maldives for the year 2008-09.

  17. Notification No.77 (RE-2007)/2004-2009 dated 7thFebruary, 2008 prohibits, with immediate effect, any export of non-basmati rice, under the Transitional arrangements.

  18. Prohibition imposed on export of Non-basmati rice shall not be applicable to export of 1010 MT non-basmati rice to Bangladesh to be supplied by the Government of West Bengal as relief material with effect from 15.2.2008 as per Notification No.78 (RE-2007)/2004-2009 dated 18thFebruary, 2008. 

  19. Prohibition imposed on export of Wheat flour shall not be applicable to export of 50 MT of wheat flour (atta) to Bangladesh to be supplied by the Government of West Bengal as relief material with effect from 15.2.2008 as per Notification No.79 (RE-2007)/2004-2009 dated 18thFebruary, 2008.

  20. Prohibition imposed on export of Non-basmati rice shall not be applicable to export of 50,000 MT non-basmati rice to Bangladesh through the West Bengal Essential Commodities Supply Corporation Limited (WBECSC Ltd.). This 50,000 MT of non-basmati rice shall be procured by WBECSC Limited exclusively from within the State of West Bengal as per Notification No.80 (RE-2007)/2004-2009 dated 18thFebruary, 2008.

  21. Prohibition imposed on export of Non-basmati rice shall not be applicable to export of 4,50,000 MT non-basmati rice to Bangladesh (with 1,00,000 MT each through STC, MMTC, PEC, NAFED and 50,000 MT through the West Bengal Essential Commodities Supply Corporation Limited vide Notification No.81 (RE-2007)/2004-2009 dated 29thFebruary, 2008.

  22. Policy Circular No.29(RE-2007)/2004-2009 dated 6thFebruary, 2008 clarifies Clubbing of Advance Authorisation under Paragraph 4.20 of HBP Vol.I.

  23. Policy Circular No.30(RE-2007)/2004-2009 dated 7thFebruary, 2008 issues Guidelines for grant of benefit under Focus Product Scheme for Export of Handloom Products bearing `Handloom Mark’. 

  24. Policy Circular No.31(RE-2007)/2004-2009 dated 29thFebruary, 2008 clarifies the requirement for return of original TR 6 Chalan evidencing payment of Customs Duty for the excess raw material imported against Advance Authorization Scheme.
