Some of the Important Announcements of the Government  

duringSeptember 2006 

 

DGFT

  1. In Appendix 3 Arhat Bazar, Dehra Dun branch of the Central Bank of India is added to receive payments for application fee vide Public Notice No. 52(RE-2006)/2004-2009 dated 11thSeptember, 2006.

  2. Value addition is reduced in Para 4A.2.1 of Hand Book of Procedures under the scheme for export of jewellery vide Public Notice No.53 (RE-2006)/2004-2009 dated 13thSeptember 2006.

  3. A New Paragraph No.2.62 has been added in Hand Book of Procedures Vol I., vide Public Notice No.54 (RE-2006)/2004-09 dated 13thSeptember 2006 which specifies the submission of documents in case of claim under the VKGUY/Focus Market/Focus Product Schemes where EP Copy, original Bank Certificate have been lost.

  4. Agencies authorised to issue Preferential Certificate of Origin as per Para 2.21.1 of HBP, Vol. I are also authorised to issue Non-Preferential Certificate of Origin as per Public Notice No.55 (RE-2006)/2004-09 dated 13thSeptember, 2006. Further, vide this Public Notice the branches of Indian Chemical Council, Mumbai at Kolkata, New Delhi and Chennai are also authorised to issue Certificate of Origin, as per Appendix 4C i.e. List of Agencies to authorise to issue Certificate of Origin.

  5. Public Notice No. 56(RE-2006)/2004-09 dated 22ndSeptember, 2006 makes amendment in description of Product Footwear in Appendix 37D for the benefit of “Focus Product Scheme”.

  6. Public Notice No.57(RE-2006)/2004-2009 dated 25thSeptember, 2006 notifies allocation of a total quantity of 10,000 MTS of White Sugar out of free sale portion of 2005-06 season’s production for export to EU as preferential white Sugar quota for the year 2006-07.

  7. Amendments/deletion/corrections and additions in the Input Output Norms in respect of product groups – Chemicals, Engineering, Food Products, and Miscellanous products have been notified by Public Notice No. 58(RE-2006)/2004-09 dated 26thSeptember, 2006.

  8. Public Notice No. 59(RE-2006)/2004-2009 dated 28thSeptember, 2006 adds Kollam (Quilon) in Keralaas a Town of Export Excellence for Cashew Products  in Appendix 7.

  9. DEBP Rate of the export product “Complete Ceiling Fan with Metal blades” has been revised from 3% to 5% and with the Value Cap Rs.600/pc under Product Groups “Engineering” vide Public Notice No. 60(RE-2006)/2004-09 dated 29thSeptember, 2006. Further the Value Cap of export product “Vee/Fan Belts reinforced with manmade textile cord/Vee Belts with KEVLAR” under Product Group Chemicals has been revised from Rs.35/- per kg. to Rs.180 per kg.

  10. Supplies effected in DTA against foreign exchange remittance received from overseas will be counted for the purpose of fulfillment of positive NFE as per Notification No.31(RE-2006)/2004-2009 dated 8thSeptember, 2006.

  11. Additional transitional arrangement for import of vanaspati including bakery shortening and margarine under the Indo-Seri Lanka Free Trade Agreement is notified vide Notification No.32(RE-2006)/2004-2009 dated 11th September, 2006.

  12. Exporters while claiming benefits under various export promotion schemes may deface the name and address of foreign buyers in the shipping bills and other documents as per Policy Circular No.18 (RE-2006)/2004-09 dated 4thSeptember 2006.

  13. Policy Circular No.19 (RE-2006)/2004-09 dated 11thSeptember, 2006 clarifies that the EOU is eligible to get DTA sale benefits on exports effected through third party subject to shipping bills must indicate the name of both the manufacturer and the third party. While indicating the name of the manufacturer in such cases, the status of the unit i.e. EOU must be clearly indicated.
